For over two decades, the U.S. has known about China’s killing its own people (especially imprisoned Falun Gong adherents) for their internal organs to sell them to the larger world. Before then, we’d heard rumors, and in some ways, we could try to pretend that this depraved practice wasn’t happening. Gradually, the truth came out, and Congress is trying to act, although the effort is still weak.

The earliest indication on record of this program was noted in the early 2000’s:
China currently has the second-largest transplant program in the world. Transplant operations in China increased rapidly in the early 2000s without a corresponding rise in voluntary organ donors, which led to questions about the source of the organs.
During this period of rapid transplant growth, practitioners of the Buddhist Qi gong discipline known as Falun Gong, were being detained, persecuted and killed in large numbers by the Chinese government. Similarly, China in 2017 began a campaign of mass detention, surveillance, sterilization and forced labour against the Uyghur ethnic group of Xinjiang.
As global demand for organs increased, the Chinese chose to draw on those who were imprisoned. Multiple sources report that, while prisoners were still alive, their organs were removed and they died a heartbreaking death. (See, e.g., here.) There have been rumors that the Chinese have looked for ways to “save” the dead bodies for additional transplants, but data is difficult to come by:
As of 2015, China declared that all organ donations would be ‘sourced from voluntary donors,’ repealing an earlier policy that allowed the government to source organs from death row prisoners. Accordingly, in 2017, the Chinese Communist Party (CCP) reported that the voluntary organ donor list of approximately 375,000 people ‘yielded 5,146 ‘eligible’ organ donors,’ resulting in over 16,000 organ transplants. Yet scholars and experts, such as those who form the China Tribunal, an international organization tasked with investigating transplant practices in China, find a different reality. They estimate from data, including hospital bed counts and medical personnel, that China conducts between 60,000 to upwards of 100,000 organ transplants annually.
China’s last report was issued six years ago, in 2020.
Even as China “located” more and more viable organs, Chinese hospitals grew in number to accommodate this global flood of transplant patients. The U.S., intentionally colluding or not, also trained Chinese physicians to conduct transplant procedures.
Finally, the U.S. decided it needed to take action regarding these practices, although our influence to stop this inhumane industry would be limited:
For instance, in May 2025, the House of Representatives passed the ’ with an overwhelming majority of 406–1. A bipartisan initiative, the bill seeks to those involved in the organ trafficking industry, requiring comprehensive research and reporting on ‘forced organ harvesting and trafficking in persons for purposes of the removal of organs in foreign countries.’
The bill was introduced in the Senate and then referred to the Senate Committee on Foreign Relations, where it died before any votes took place. Representative Christopher Smith reintroduced the bill in 2025, hoping that it will pass through the Senate. He in his floor statement, ‘State-sponsored forced organ harvesting is big business for Xi Jinping and the Chinese Communist Party and shows absolutely no signs of abating, which is why we and the rest of the world need to step up, particularly the democracies of this world.’

There was no explanation why the bill died in the Senate Committee on Foreign Relations the first time around.
There is also a gruesome recorded talk between Xi Jinping and Vladimir Putin captured as they took in Tiananmen Square:
Moments later, as they walk up a slope toward the Tiananmen rostrum, a Mandarin translator, presumably translating for Putin, can be overheard saying to Xi: ‘In a few years, with the development of biotechnology, human organs can be constantly transplanted so that (people) can live younger and younger, and even become immortal.’
Xi then says: ‘The prediction is that in this century humans may live to 150 years old.’
The Russian translator relays that to Putin, roughly repeating the same line: ‘There are predictions that in our time, people will live up to 150 years.’
Xi and Putin probably plan to outlast their own regimes so that they will be able to witness their countries’ world dominance.
It’s impossible to know when the Senate bill will be voted on, but every day that passes, likely hundreds of innocent people in China are unwillingly sacrificing their bodies and dying a terrible death.
