What they don’t explain is why, in places like California, where election outcomes are a foregone conclusion, it takes 28 days to count the ballots, while in Texas, it takes four hours.
Joseph Stalin’s secretary, Boris Bazhanov, understood. Stalin was so impressed that he used Bazhanov’s explanation at the 12th Soviet Party Congress in 1923, where he remarked:
“I consider it completely unimportant who in the Party will vote, or how. But what is extraordinarily important is this — who will count the votes, and how.”
