What the criteria might be is anybody’s guess. Fastest climb over a border fence? Swam the longest distance from a deteriorating raft? Outran the largest number of ICE agents in the 500-yard dash?

Unfortunately, it’s impossible to find out what the actual criteria might be, since accessing the page by the Minnesota Department of Human Services (which administers the award) results in a 404 error message. In fact, every state page dealing with the Outstanding Refugee awards produces a 404. How do ya like that?

The reason the award has come up at this time is thanks to the charges filed against Salman Ahmed Elmi, a 2021 award recipient, who apparently arrived as a child from Somalia. Late last week Elmi was charged with three counts of aiding and abetting by swindle and five counts of aiding and abetting by false representation as a result of the overarching Somali Medicare fraud investigation. While a lot of details are lacking, Elmi was involved in over $1 million in false billing to Medicare. Exactly how much more is uncertain – some sources mention as much as $4.5 million. That goes a long way to explaining those 404s, don’t it?  

Interestingly, “Elmi” is a name shared with Ilhan Omar’s second husband. Could they be related?

Elmi operated four fake healthcare agencies, Reva Health, Reva Autism, Helpful Housing, and Homefelt Assisted Living, in the Golden Valley area with several other accomplices, all of whom are in custody.

In addition, he was also involved in a sex trafficking ring that recruited young women who were down on their luck, placing them in apartments where they would service clients. This ring has been under investigation since 2019, with local authorities just getting around to shutting it down.

We’llnote here that Elmi’s refugee award was for “entrepreneurship.”

Elmi was released this past Monday after a judge confiscated his passport and ordered him to remain in Minnesota. So we’ve probably seen the last of him.

No word as to whether he had to return his Outstanding Refugee plaque.

This is yet more evidence, if more was required, that something has gone seriously wrong in Minnesota. These refugee awards – the entire concept of such awards – are a grotesque intertwining of Minnesota Nice and wokism. We’ll pass on that.
