Sean Davis has written a thoughtful argument against President Trump’s temporary increase in beef imports. He is also making a familiar mistake. He is looking at the cattle industry from the rancher’s side of the fence. The consumer is standing on the other side.<\/p>

Davis argues that Trump’s decision to temporarily allow up to 300,000 metric tons of additional ground beef into the United States will make the long-term cattle shortage worse. His argument deserves to be taken seriously. The conclusion does not.<\/p>\n

Davis gets the cattle cycle right. America has a cattle shortage, and the biological clock is unforgiving. A heifer must be retained, mature, and be bred. The calf must then grow to market weight. That process takes years. It cannot be tariffed, subsidized, or executive-ordered into moving faster.<\/p>\n

The current herd is at an estimated 75-year low. The USDA’s cattle inventory data puts the national herd at roughly 86 million head. Rebuilding it is not optional. It is essential.<\/p>\n

Then Davis makes a leap. He argues that additional imports will lower prices, encourage ranchers to sell rather than retain heifers, and make the shortage worse.<\/p>\n

That sounds plausible. It is not the same thing as proving it.<\/p>\n

The missing person is the consumer<\/p>\n

Ground beef reached $6.89 per pound in July. Axios reported that beef prices have become a genuine household affordability problem.<\/p>\n

Davis’s alternative is essentially to let the shortage work itself out after ranchers rebuild the herd and those calves mature.\u00a0That takes years. Meanwhile, what exactly are American families supposed to do? Pay $7 a pound? $8? $10?\u00a0At what price does beef become a luxury rather than a staple?<\/p>\n

Consumers did not create the cattle shortage. They did not create the drought. They did not close packing plants. Yet they are standing at the end of the supply chain paying for all three.<\/p>\n

The price of a hamburger at the grocery store is not the price a rancher receives for cattle. Between the ranch and checkout are transportation, processing, labor, packaging, distribution, and retail costs.<\/p>\n

The rancher deserves a fair return. But the consumer cannot simply be treated as the final source of money whenever the system becomes constrained.<\/p>\n

Nobody seriously believes that importing 300,000 metric tons of beef will rebuild the American cattle herd. That is not the point.<\/p>\n

The point is to put more product into a market that does not have enough of it. This is a temporary bridge while the biological process of rebuilding the herd takes place.<\/p>\n

Trump’s plan would allow up to 300,000 metric tons of ground-beef product to enter the country without the usual out-of-quota tariff for 90 days. The administration says the imported beef will be sold at 25 percent below current market prices.<\/p>\n

Economists quoted by Reuters are skeptical that this\u00a0volume will have much effect on retail prices.<\/p>\n

That creates an interesting problem for Davis’s argument. If 300,000 metric tons is too small to materially affect the market, how can it materially destroy the incentive to rebuild the herd? If it is large enough to lower prices meaningfully, consumers receive relief. Either way, the magnitude needs establishing, not assuming.<\/p>\n

The heifer argument is Davis’s strongest point. He says lower beef prices could reduce the incentive for ranchers to retain heifers. Maybe. But “could” is doing an enormous amount of work.<\/p>\n

A rancher does not decide whether to retain a heifer based solely on today’s hamburger price. The calculation involves expected cattle prices, feed costs, pasture conditions, financing, drought, replacement costs, and the expected return several years into the future.<\/p>\n

A 90-day import policy is not a 90-day cattle decision. A rancher retaining a heifer today is making a decision about an animal that may not produce a marketable calf for years.<\/p>\n

\"\"<\/figure>\nImports might influence that calculation. Davis has not demonstrated that a temporary import window will reverse the economics of herd rebuilding. He has assumed it.<\/p>\n

Davis points to Tyson and JBS as evidence that declining cattle supplies are destroying American processing capacity. The closures are real. The explanation is more complicated.<\/p>

Tyson’s recent plant decisions are a response to the cattle shortage. The company is consolidating production because there are not enough cattle to keep every facility running efficiently. It has also indicated that additional shifts can be added as cattle supplies improve.<\/p>\n

That is a supply problem. It is not evidence that imports caused the closures.<\/p>\n

JBS USA has likewise announced network changes amid scarce cattle supplies. Consolidation can hurt communities and workers, but it is not automatically permanent destruction of American processing capacity.<\/p>\n

Davis needs to establish that temporary imports will permanently damage processing capacity rather than assume it.<\/p>\n

There is another problem the rancher-first argument does not address. Consumers substitute. They always have. When beef becomes too expensive, some buy chicken, pork, or turkey. Some buy smaller quantities. Some stop buying beef altogether.<\/p>\n

A cattle industry cannot rebuild indefinitely on the assumption that consumers will keep paying whatever price scarcity produces. If beef becomes sufficiently expensive, consumers change their habits.<\/p>\n

Protecting the producer while weakening the market the producer ultimately depends upon is not a winning strategy.<\/p>\n

Davis wants to protect the incentive to rebuild the American herd.<\/p>\n

So do I.<\/p>\n

But protecting today’s scarcity from temporary competition is not necessarily the way to accomplish that. A temporary increase in supply can relieve pressure on consumers without eliminating the long-term incentive to produce. If the import volume is too small to materially affect prices, Davis’s nightmare scenario becomes even harder to sustain.<\/p>\n

So what should Washington do?<\/p>\n

Both.<\/p>\n

Help rebuild the American herd and give consumers some relief while that rebuilding happens.<\/p>\n

Encourage heifer retention. Improve access to financing. Address feed and input costs. Expand domestic processing where justified. Improve competition throughout the supply chain. Temporarily supplement domestic supply where necessary.<\/p>\n

That is not abandoning ranchers. It is recognizing that ranchers and consumers occupy different positions in the same market.<\/p>\n

Davis ends by arguing that the administration should focus on incentives for heifer retention.<\/p>\n

Fine. But answer one simple question. How much should the American consumer be expected to pay while we wait?<\/p>\n

The cattle herd cannot be rebuilt in 90 days. It cannot be rebuilt in six months. It takes years. That biological reality is precisely why temporary relief makes sense.<\/p>\n

If imports are too small to matter, they will not destroy the economics of herd rebuilding. If they are large enough to matter, consumers will benefit from lower prices.<\/p>\n

There is a legitimate debate over how much beef should be imported, from where, under what standards, and for how long. But the answer cannot simply be to tell consumers to wait. They are already paying.<\/p>\n

American families should not have to finance the herd’s rebuilding through an open-ended beef tax at the grocery store. That is not free-market economics. It is asking one side of the market to absorb the entire cost of a problem it did not create.<\/p>\n

And that is where Sean Davis’s argument forgets the most important participant in the beef market. The person standing at the checkout counter.<\/p>\n
