Islamic political systems and Marxist-Leninist communism both construct power through organizational methods designed for times when they are still too weak to take over a society. These organizations and alliances present the illusion of pluralism and non-partisanship, building parallel institutions, cadre formation, ideological training, cells, and tactical alliances while the movement lacks the strength to dispense with partners or legal cover.<\/p>\n

These methods are not secondary to the ideologies\u2019 goals of acquiring total power. Instead, they are the practical means by which a totalizing doctrine accumulates force independent of the surrounding order\u2019s permission structure.<\/p>\n

The founding Islamic case is Medina. Before Muhammad held territory, he built the community through da\u2019wa<\/em>\u2014invitation and conversion\u2014and by pairing each Meccan emigrant with a Medinan host in bonds of brotherhood that cut across existing tribal lines. The mosque was the organizing center: worship, political assembly, arbitration, and coordination binding recruits to the community before it controlled anyone. In 622, he arrived as an invited arbiter with a small band of refugees, no army, and no economic base.<\/p>\n

The Constitution of Medina, preserved in Ibn Ishaq\u2019s Sirat Rasul Allah<\/em> as transmitted by Ibn Hisham, organized the believers as a single community (umma w\u0101\u1e25ida<\/em>) apart from other people and included Medina\u2019s three Jewish tribes\u2014Banu Qaynuqa, Banu Nadir, and Banu Qurayza\u2014under collective obligations for blood-money, ransom, mutual defense, and referral of disputes to God and Muhammad, while stating that the Jews have their religion and the Muslims have theirs. The document created a bounded political body whose internal norms took priority.<\/p>\n

Once strength arrived, the provisional Jewish partners were discarded, though not uniformly. In 624, the poet Ka\u2019b ibn al-Ashraf of Banu Nadir, who had incited against Muhammad in verse, was assassinated on his order. The Banu Qaynuqa were expelled that same year, and the Banu Nadir followed in 625. Then, after the Battle of the Trench in 627, the Banu Qurayza were executed according to the traditional account.<\/p>\n

Abdullah ibn Ubayy, the Khazraj chief who led Medina\u2019s hypocrites and whose defection of three hundred men cost Muslim lives at Uhud, posed a far graver threat, yet Muhammad declined to kill him, citing the risk of alienating the whole Khazraj tribe. Ibn Ubayy died naturally in 631.<\/p>\n

The sources report these outcomes without stating a general rule behind them, but the pattern across the four cases is nonetheless consistent with an instrumental calculation rather than a doctrinal one. That is, eliminate an isolated target and use restraint when the political cost is too high. Within five years, every organized power center in Medina that had not converted was gone.<\/p>\n

Lenin\u2019s theory was also written for a time when the movement was weak. In What Is to Be Done?<\/em> he insists that no revolutionary movement can endure without a stable organization of professional revolutionaries that maintains continuity. Under autocratic conditions, it must be secret and compact. Before 1917, the party existed as small cells held to a single line by an underground press, Iskra<\/em> foremost among them.<\/p>\n

Members worked legally inside trade unions and mass organizations where possible, using that cover to recruit for the illegal work underneath. Cadre formation was concrete. In 1911, Lenin ran a two-month school at Longjumeau outside Paris for eighteen students elected by underground committees inside Russia. Several graduates, including Sergo Ordzhonikidze, sat on the Bolshevik Central Committee within a year. This was the apparatus that existed for more than a decade before the party held state power.<\/p>\n

After the October Revolution of 1917, the Bolsheviks allowed the Constituent Assembly election; the Socialist Revolutionaries won a majority. The assembly was dissolved by force after a single session in January 1918. The Left Socialist Revolutionaries, coalition partners who held ministries, were expelled from the Central Executive Committee in June. Their July uprising was crushed, and the party was banned. By the second half of 1918, the faction that had entered the revolution as one voice among several was the only one left standing.<\/p>\n

The parallel is organizational. Both systems create bounded communities of the committed, institutionalize ideological formation, employ hierarchical or affinity discipline, and use flexible external tactics while protecting the core. Both treat organizational capacity as convertible power. Both regard alliances and legal cover as provisional instruments suited to weakness, not permanent commitments.<\/p>\n

The grounds differ\u2014one theological, the other historical-material\u2014but the architecture required by a doctrine that denies the surrounding order independent legitimacy is the same.<\/p>\n

The same building methods remain visible today. Hassan al-Banna founded the Muslim Brotherhood in 1928 through deliberate parallel institutions: Quran schools, clinics, and pharmacies as the public face, and beneath them the usra<\/em> (\u201cfamily\u201d) cell of four or five members for ideological formation and mutual discipline. That model persists.<\/p>\n

Germany\u2019s Federal Office for the Protection of the Constitution identifies the Deutsche Muslimische Gemeinschaft as the principal Brotherhood network coordinating educational, youth, and charitable structures. The Council of European Muslims (formerly FIOE) and FEMYSO function as pan-European coordinating and youth platforms.<\/p>\n

In France, the Muslim Students of France, identified in a May 2025 French government report as the student branch of the Brotherhood milieu, won a director\u2019s seat on the national student-services board (CNOUS) in April 2026 through an alliance with far-left student groups.<\/p>\n

In the United States, the Muslim American Society, whose founders included acknowledged Brotherhood figures, hosted a 2019 Philadelphia \u201cUmmah Day\u201d event at which children recited material including \u201cWe will chop off their heads\u201d and calls to liberate Al-Aqsa. The video was posted to the chapter\u2019s page before being removed after it was exposed. Hizb ut-Tahrir continues to operate cells and hold conferences under explicit caliphate themes in Canada and the United States (proscribed in the United Kingdom in January 2024).<\/p>\n

On the communist side, the Democratic Socialists of America\u2019s 2025 convention repealed the bylaw barring members \u201cunder the discipline of any self-defined democratic-centralist organization.\u201d Communist and Marxist-Leninist caucuses\u2014Red Star, Marxist Unity Group, and others\u2014now hold a documented majority or near-majority of seats on the National Political Committee and maintain internal theoretical curricula and cadre development.<\/p>\n

Antifa networks operate through affinity groups and local chapters that provide ideological formation, mutual aid, membership vetting, and practical training in direct action, shields, surveillance countermeasures, and de-arrest tactics; a June 2026 federal indictment of fifteen members of Direct Action Minnesota documented a multi-city \u201cAnarchist Speaking Tour\u201d that trained affiliated groups in these methods. China\u2019s eight \u201cdemocratic\u201d parties, once coalition partners, exist today as vetted, powerless fixtures of the United Front Work Department\u2014the completed absorption version of the same logic.<\/p>

None of the Western cases have produced a completed seizure of state power to date. They document the building phase still in progress. The techniques, however, are the same ones that, where history ran its full course, ended in the elimination or absorption of every rival.<\/p>\n

Medina\u2019s Jewish tribes and Russia\u2019s Constituent Assembly looked, at the time of the agreements, like durable arrangements. They were not, because durability was never the commitment either doctrine made. Where the system does not yet rule, the parallel structures, cells, youth formation, and tactical alliances keep the project alive and directed. Where it does rule, the historical record shows what becomes of the partners who mistook provisional instruments for permanent ones.<\/p>\n
