Second, institutional inertia prevents our military and defense industrial base from adapting to the speed of modern warfare. Third, declining patriotism makes it increasingly difficult to persuade Americans that national sacrifice is sometimes necessary, resulting in our military failing to achieve objectives in a politically timely manner.<\/p>\n<p>These three problems build on one another, with politics the central obstacle. Without political unity, neither military reform nor industrial mobilization can occur.<\/p>\n<p>Conflicts in Ukraine and the Middle East, coupled with China\u2019s control over critical minerals, pharmaceuticals, consumer goods, and its long-term ambition to dominate global trade and finance, are forcing the United States to reassess how to preserve the <em>economic and military strength that underpins our prosperity<\/em>. It\u2019s not that our leaders fail to recognize these challenges; the problem is that they are unwilling to level with the American people.<\/p>\n<p><u>Mobilization Begins With Political Unity<\/u><\/p>\n<p>Every successful American mobilization has begun with a common understanding that the nation faced a serious threat. During World War II, the Korean War, the Reagan military buildup, and after September 11, political leaders, military leaders, industry, and the public largely coalesced around the truth that we had to act. That consensus produced emergency funding, industrial expansion, long-term procurement, workforce growth, and the public acceptance required to sustain them.<\/p>\n<p>That consensus does not exist today. The United States has not declared the current strategic environment existential. Doing so would require political, military, and industrial leadership to agree on one unavoidable conclusion: <em>if we fail to act now, we could lose the next major war\u2014and with it, leadership of the free world and all that entails<\/em>.<\/p>\n<p>Conflicts we support\u2014Ukraine, Israel, operations against the Houthis, and efforts to contain Iran\u2014are consistently presented as important, yet not as existential to the United States itself. That miscalculation effectively suppresses mobilization.<\/p>\n<p>Can you imagine the hue and cry if Washington publicly admitted that our inventories of precision weapons are dangerously low, that our defense industrial base cannot rapidly replace them, or that China or Russia might exploit this window of vulnerability? Such admissions would trigger political, economic, and diplomatic consequences our leaders are unwilling to confront. Instead, Americans are assured that production is increasing and industry is expanding; no cause for alarm, even though the warning klaxons should already be blaring.<\/p>\n<p>A genuine war footing would require emergency appropriations, industrial mandates, expanded production, supply-chain restructuring, long-term procurement guarantees, and bipartisan political agreement. Congress remains divided over what is in our essential national interests, leading to debates over defense spending, industrial policy, foreign commitments, and procurement priorities. Until that changes, actual mobilization remains impossible.<\/p>\n<p><u>Institutional Inertia Is Winning the Race<\/u><\/p>\n<p>Even if Washington suddenly achieved political consensus, our institutions would still struggle to move beyond decades of business-as-usual thinking.<\/p>\n<p>Modern warfare is evolving faster than our ability to adapt. The battlefield increasingly rewards inexpensive, rapidly replaceable systems over exquisite platforms designed for uncontested dominance. Ukraine has demonstrated that cheap drones, loitering munitions, commercial satellites, electronic warfare, and AI-assisted targeting can impose disproportionate costs on even the most advanced militaries.<\/p>\n<p>Nevertheless, our procurement system continues to favor weapons that take years to design, decades to field, and billions of dollars to produce. Procurement cycles remain measured in decades instead of months, while our logistics base cannot sustain the consumption rates high-intensity conflict demands. <em>In modern war, <\/em><em>volume and speed<\/em><em> have become as important as technological superiority<\/em>.<\/p>\n<p>Years of supporting allies engaged in high-intensity conflict, combined with limited industrial output and wasteful procurement, have left the United States with significant shortages of precision-guided weapons, air-defense missiles, and other critical munitions. Those shortages are widely understood inside the defense establishment. Over the past three decades, we optimized it for political expediency rather than strategic depth, frequently spreading contracts across as many states as possible for political support rather than delivering weapons faster and cheaper. Defense manufacturers . Factories closed. Tier-two and tier-three suppliers disappeared. Just-in-time logistics replaced stockpiles. Supply chains increasingly depend on , including potential adversaries. Skilled manufacturing labor began to disappear after COVID, while development cycles became longer and more expensive.<\/p>\n<p>Surge capacity cannot be recreated overnight. It requires investment, predictable contracts, stable funding, sustained political commitment, and a fundamental change in mindset. It also demands expanding beyond the traditional defense primes whose dominance discourages innovation, slows production, and drives costs upward.<\/p>\n<p>The Pentagon is therefore walking a strategic tightrope. It is quietly increasing production, triaging deliveries, and rebuilding inventories while avoiding public statements that would signal weakness to allies or invite opportunism from China, Russia, or Iran.<\/p>\n<p><em>This is not a war footing; it is damage control<\/em>.<\/p>\n<p>Our adversaries study our methods, search for inexpensive ways to neutralize our advantages, and believe that if they inflict enough American casualties, our political will to fight will collapse.<\/p>\n<p><u>Only Patriotism Makes Mobilization Possible<\/u><\/p>\n<p>The final obstacle is one few political leaders are willing to acknowledge.<\/p>\n<p>Every successful American mobilization required citizens willing to sacrifice. Americans accepted rationing during World War II. Families endured years of separation. Industry redirected production. Workers labored long hours. Taxpayers financed enormous military expansion because they believed the nation\u2019s survival depended upon it.<\/p>\n<p>That willingness cannot be legislated. It grows from patriotism, trust in national institutions, and confidence that sacrifice is shared, not imposed.<\/p>\n<p>Many Americans view distant conflicts as someone else\u2019s problem. Others have lost confidence in government itself. Political polarization has made appeals to national unity extraordinarily difficult, even when legitimate strategic dangers exist. Asking citizens to accept higher defense spending, expanded industrial production, budgetary tradeoffs, or the possibility of future military service becomes nearly impossible when they neither believe the threat is immediate nor trust leaders requesting sacrifice.<\/p>\n<p>That disconnect leaves America trapped between what our strategic environment objectively requires and what our political system believes citizens will support.<\/p>\n<p>Americans must believe in the righteousness of the fights we engage in before they will willingly accept casualties and sacrifice. Yet asking them to make those sacrifices first requires leaders to acknowledge openly that the danger is real\u2014and <em>no one wants to be the one who says it out loud<\/em>, especially in this environment.<\/p>\n<p>History reveals that pretending danger does not exist does not prevent war. It has only made nations less prepared when war arrived.
