Require identification at the polls? Voter suppression. Verify citizenship during registration? Voter suppression. Correct inaccurate registration records? A voter \u201cpurge.\u201d Adjust early-voting schedules? An assault on minority voters.<\/p>\n

Different policies addressing different aspects of election administration are bundled together as parts of a national conspiracy to prevent minorities and Democrats from voting. Motive is assumed, discriminatory effect is declared, and accusation substitutes for evidence.<\/p>\n

Citizenship is the foundation of our electoral system. Only American citizens may vote in federal elections. Investigators have identified serious anomalies in registration records nationwide. When government refuses reasonable verification or correction of demonstrably ineligible records, it leaves the basic qualification for voting inadequately enforced.<\/p>\n

That principle is at the center of the Safeguard American Voter Eligibility Act, commonly called the SAVE America Act. The House-passed legislation would require documentary proof of citizenship when registering for federal elections and photo identification when voting.<\/p>\n

Opponents often portray the bill as requiring every prospective voter to possess a passport. That is not what it says.<\/p>\n

Acceptable documentation includes identification indicating citizenship; a valid U.S. passport; certain military records; photo identification showing a U.S. birthplace; or photo identification accompanied by a birth, naturalization or other recognized citizenship record.<\/p>\n

An ordinary driver\u2019s license establishes identity and lawful presence but not necessarily citizenship. Legally present noncitizens may obtain licenses, including REAL ID-compliant licenses. Those issued to people with temporary lawful status are limited-term, generally expiring with their authorized stay — or within one year when no expiration date is specified. The relevant question is whether citizenship is indicated or a government agency has otherwise verified it.<\/p>\n

The act requires states to accept applications from married voters and others whose names differ from their citizenship documents when additional documentation or an affidavit establishes the previous name.<\/p>\n

Applicants lacking a listed document are not automatically barred. Each state must provide an alternative process allowing an applicant to attest to citizenship under penalty of perjury and submit other evidence for an official determination.<\/p>\n

That is considerably different from the media portrayal of citizens being stripped of their votes because they cannot find a birth certificate.<\/p>\n

No election system can provide ultimate convenience and complete security simultaneously. A responsible system seeks reasonable access and reasonable security, recognizing that the value of the right justifies some effort by the person exercising it.<\/p>\n

The Constitution protects the right of qualified citizens to vote. It does not guarantee voting without effort, identification, deadlines, or compliance with neutral administrative rules. The Supreme Court has recognized that voting \u201cnecessarily requires some effort and compliance with some rules\u201d and that election systems must tolerate the \u201cusual burdens of voting.\u201d Mere inconvenience is not disenfranchisement.<\/p>\n

Disability deserves reasonable accommodation. Mere unwillingness to make an ordinary effort does not become a disability simply because the transaction involves voting.<\/p>\n

Citizens routinely produce identification to buy alcohol, board an aircraft, or open a financial account. Each requires participation and possible inconvenience. Voting is more consequential than any of them. Reasonable effort to establish identity and eligibility is not inherently oppressive.<\/p>\n

The debate employs a one-sided definition of disenfranchisement. An eligible person\u2019s difficulty proving eligibility deserves safeguards and prompt correction. But an ineligible ballot dilutes every lawful ballot in the same election.<\/p>\n

Election rules must protect both sides of the right. No eligible citizen should be improperly denied a ballot, but neither should a lawful ballot be diminished by one cast by someone ineligible. One person\u2019s need to establish eligibility is a modest accommodation to every other citizen\u2019s right to have his lawful vote retain its full value.<\/p>\n

Critics similarly conflate registering by mail, applying for a mail ballot, and casting that ballot. They are separate steps.<\/p>\n

The act would continue to permit registration by mail or online, but applicants generally would have to present documentary proof of citizenship by the deadline. That reduces the convenience of remote registration, although the bill accommodates applicants with disabilities. Does verification impose an unreasonable burden when registration establishes continuing eligibility?<\/p>

Once registered, a voter requesting a mail ballot ordinarily provides identifying information under state law. Pennsylvania requires a PennDOT identification number or the last four Social Security digits.<\/p>\n

Under the House-passed act, a returned mail ballot would include either a copy of valid photo identification or the last four Social Security digits with an affidavit explaining inability to obtain a copy after reasonable efforts. Military and disabled voters receive exceptions.<\/p>\n

That is more verification than many states presently require, but it is not the abolition of mail voting.<\/p>\n

\"ChatGPT\"<\/figure>\nRequiring people to establish the defining qualification for voting —\u00a0citizenship — is not an attack on democracy. It is a fundamental defense of the voting rights of every American citizen.<\/p>\n

Nor does the evidence support the assertion that voter-identification laws systematically suppress minority turnout.<\/p>\n

A 2021 Quarterly Journal of Economics study<\/em> examined approximately 1.6 billion voter observations from 2008 through 2018. It found no statistically significant reduction in registration or turnout under strict voter-ID laws and no negative effect by race, age, sex, or party. Its estimated overall effect was one-tenth of one percentage point — essentially zero.<\/p>\n

Other studies have found small declines in particular states and elections. Implementation matters, but the evidence does not support sweeping claims of systematic minority disenfranchisement.<\/p>\n

The nationwide study found increased campaign contact with nonwhite voters following enactment of voter-ID laws. Opponents sometimes cite that as though it demonstrated something improper. It is called campaigning.<\/p>\n

Both parties should locate eligible voters, explain the rules, and persuade them to vote. Elections should be won by finding and persuading voters, not by declaring any verification requirement illegitimate.<\/p>\n

Republicans, like Democrats, have expanded outreach to Black and Hispanic voters. That is how parties compete for support in a changing electorate.<\/p>\n

The public understands the distinction. A 2024 Gallup survey found 84 percent supported photo identification at the polls and 83 percent supported proof of citizenship for first-time registration. Both received majority Democratic support, while white and nonwhite respondents expressed similar support for voter identification.<\/p>\n

The same rhetoric surrounds voter-roll maintenance. Federal law requires states to maintain accurate registration lists through uniform and nondiscriminatory procedures. Nevertheless, attempts to remove demonstrably ineligible records are routinely condemned as \u201cpurges.\u201d<\/p>\n

Investigators have found voter rolls burdened with deceased registrants, people who have moved outside the jurisdiction, duplicate or conflicting registrations, obsolete addresses, and people never eligible to register. Not every inaccurate registration produced an illegal vote; that is not the point. Such records create administrative confusion, misdirect election mail and provide opportunities for misuse.<\/p>\n

The SAVE America Act would require states to compare registration lists with federal citizenship information and remove verified noncitizens after notice and an opportunity to establish citizenship. Database fallibility is an argument for careful verification and meaningful correction, not for refusing to maintain the rolls.<\/p>\n

Election integrity is not voter suppression. Every inconvenience is not disenfranchisement. Every database correction is not a \u201cpurge.\u201d Every safeguard opposed by progressive activists is not an attack on minority voters.<\/p>\n

The proper question is whether election rules reasonably verify eligibility while protecting every eligible citizen\u2019s opportunity to vote. The media\u2019s reflexive invocation of \u201cvoter suppression\u201d avoids that question. It substitutes partisan accusation for evidence.<\/p>\n
