In July, the U.S. House of Representatives brought the long-running debate over election integrity back to the center of national politics by advancing the SAVE America Act\u2019s election provisions through a massive defense bill.\u00a0\u00a0The move shows that Donald Trump and his allies see the issue as a real governing priority.\u00a0\u00a0The legislation would require voters to prove American citizenship when registering to vote and present photo identification when casting a ballot.\u00a0\u00a0The principle behind it is simple: America\u2019s elections should be decided by American citizens.<\/p>

That principle deserves support.\u00a0\u00a0A failure in New Jersey\u2019s automatic voter registration system placed roughly 6,600 noncitizens on the voter rolls even though they had identified themselves as noncitizens.\u00a0\u00a0Fewer than 400 later cast ballots.\u00a0\u00a0The episode showed that a legal prohibition does not automatically prevent administrative failure.\u00a0\u00a0A government that expects Americans to trust election results must make sure voter eligibility can be reliably verified and audited.<\/p>\n

The SAVE America Act could address part of that weakness.\u00a0\u00a0Election integrity begins with registration, but the process starts long before anyone enters a polling place.\u00a0\u00a0By Election Day, candidates have been chosen, political coalitions have formed, interest groups have shaped the public agenda, and enormous sums of money have moved through the system.\u00a0\u00a0Federal Election Commission reports covering 2025 show that congressional candidates raised about $1.5 billion, political parties received more than $834 million, and political action committees raised roughly $4.6 billion.\u00a0\u00a0If a foreign government can gain influence during those stages, Americans may cast perfectly legal ballots in a political environment already shaped by outside interests.<\/p>\n

The 1996 election exposed this vulnerability.\u00a0\u00a0A subsequent Senate investigation into illegal or improper campaign finance activity found evidence that the Chinese government had developed a plan to increase its influence within the American political process.\u00a0\u00a0The effort involved lobbying, cultivating access, and channeling foreign resources through people who appeared to be domestic participants.\u00a0\u00a0The investigation did not claim that Beijing had directed every suspicious contribution or determined the outcome of the election.\u00a0\u00a0It did show how a foreign power could exploit weaknesses in America\u2019s political and financial systems without ever touching a voting machine.<\/p>\n

The case later moved beyond congressional suspicion.\u00a0\u00a0In 2001, James Riady pleaded guilty to conspiring to reimburse campaign donors with foreign corporate funds.\u00a0\u00a0The contributions were recorded under other names, hiding the true source of the money.\u00a0\u00a0The lesson was clear: Restrictions on foreign money work best when the payment is direct.\u00a0\u00a0They become harder to enforce when funds pass through corporations, intermediaries, and straw donors.<\/p>\n

Existing federal election law prohibits foreign nationals from making campaign contributions or election-related expenditures.\u00a0\u00a0It also bars them from directing or participating in the electoral decisions of a corporation, political committee, or other organization.\u00a0\u00a0Those rules matter, but enforcement becomes more difficult when a U.S.-registered company, nonprofit, limited liability company, or lobbying network stands between the foreign source and the political activity.\u00a0\u00a0The name on the check may be American, but the financing, ownership, or strategic direction comes from somewhere else.<\/p>

Scrutiny of these relationships must remain focused.\u00a0\u00a0It should not become an excuse to question the loyalty of dual citizens, immigrants, or ethnic communities.\u00a0\u00a0American citizens have full political rights, and ancestry is not evidence of foreign allegiance.\u00a0\u00a0The real question is whether an organization operating inside the United States has a financial, managerial, or operational relationship with a foreign government or foreign principal.\u00a0\u00a0Who supplies its money?\u00a0\u00a0Who appoints its leadership?\u00a0\u00a0Who decides how its political funds are spent?\u00a0\u00a0Which interests ultimately shape its agenda?<\/p>\n

This is where neoconservative Republicans lose credibility.\u00a0\u00a0For decades, they have invoked foreign threats to justify larger military budgets, new wars, and greater power for the national security establishment.\u00a0\u00a0Yet their enthusiasm for transparency fades when the discussion turns to the financial networks and lobbying organizations that help sustain interventionist policies in Washington.\u00a0\u00a0Defending America is often defined in terms of aircraft carriers, airstrikes, and new overseas commitments.\u00a0\u00a0Investigating who spends money to push the country toward those commitments receives far less attention.<\/p>\n

MAGA has an opportunity to correct that double-standard.\u00a0\u00a0The SAVE America Act should be the beginning of a broader election integrity agenda.\u00a0\u00a0Congress should require greater disclosure of the beneficial owners behind organizations that spend money in elections, improve the tracing of funds moving through shell companies and intermediary institutions, connect Federal Election Commission records with disclosures filed under the Foreign Agents Registration Act, and require political organizations to disclose any foreign role in major financial or strategic decisions.<\/p>\n

These reforms would not criminalize lobbying.\u00a0\u00a0Citizens, companies, unions, and civic organizations have the right to petition the government and influence public policy.\u00a0\u00a0The problem begins when a foreign beneficiary hides behind a domestic organization and uses American political structures to advance an agenda whose true origin remains hidden from the public.<\/p>\n

Trump is right to recognize the collapse of confidence surrounding American elections.\u00a0\u00a0Congress also has sound reasons to require proof of citizenship and voter identification.\u00a0\u00a0That effort will be credible only if the same scrutiny applied to a voter\u2019s name is also applied to the source of millions of dollars moving through the political system.\u00a0\u00a0An American election should be decided by American citizens in a system where the money, influence, and interests shaping their choices are visible and accountable to the American people.<\/p>
