The couple operated a birdcage-sized “Little Free Library” outside their San Francisco home for a decade before it attracted the attention of city inspectors: This brush with bureaucracy ultimately landed their story in the pages of\u00a0the Wall Street Journal\u00a0<\/em>in 2023.<\/p>\n

They were nabbed three years ago after an anonymous caller — whom residents dubbed the “neighborhood busybody” — alerted San Francisco’s 311 line about their single-box lending library. Nothing says literacy quite like a violation notice written in indecipherable bureaucratic prose, sprawled across several double-sided pages — detailing jumbled-up guidelines.<\/p>\n

Then came the bottom line: the penalty for their stand-alone shelf totaled a whopping $1,402.<\/p>\n

The Meyers odds of avoiding the “permit patrol” wouldn’t be much better today. When the Meyers received the notice of violation, California employed approximately 225,000 state workers — a sprawling government apparatus that critics argue has become one of the state’s fastest-growing industries.<\/p>\n

Today, the state workforce has climbed to a mind-boggling roughly 245,000 employees.<\/p>\n

California’s bureaucracy has become a thriving industry of its own, extending from the smallest neighborhood projects to the largest commercial developments. The Meyers’ birdcage-sized “Little Free Library” was never really about a tiny wooden box. It was a glimpse of California’s big-fat bureaucratic golden goose — a government machine that never met a permit, fee, or compliance checklist it didn’t want to hatch.<\/p>

No one appears to know the final tally of revenues collected. In a state with 483 cities, 58 counties, and thousands of special districts, keeping track of permit revenue seems almost as complicated as obtaining the permits themselves. Transparent accounting has never been one of Sacramento’s signature achievements: This is especially true of a state rife with corruption.<\/p>\n

Taxpayer frustration is finding a creative outlet on social media. One critic’s description of California’s bureaucratic maze as “regulatory madness.” In a state that once proudly called itself the entertainment capital of the world the\u00a0perfect title for a new reality show would be\u00a0Permit Impossible<\/em>. The premise requires little imagination. Homeowners and businesses set out with a straightforward plan, only to watch it disappear into bureaucratic quicksand beneath applications, plan reviews, permit fees, inspections, environmental mandates, safety standards, and endless compliance checklists. Then comes the bureaucratic notice no one wants: a violation for something too trivial to believe and too expensive to ignore.<\/p>\n

Taxpayers are learning just how far the \u201cpermit patrols\u201d may go. A downtown Los Angeles restaurant owner — who requested anonymity — discovered that even the most ordinary fixtures can become targets. During a routine inspection, a city official looked up at an awning that had shaded customers for decades and pointedly asked, \u201cDo you have a permit for that awning?\u201d<\/p>\n

The owner’s answer was refreshingly unguarded: “How should I know? It’s 30 years old.” He inherited the restaurant from his father, whose record-keeping didn\u2019t date back more than a quarter of a century.<\/p>\n

Could the awning be grandfathered in?<\/p>\n

Only in California can a 30-year-old awning exist as the newest item on an inspector’s checklist — a reminder that the state’s bureaucratic golden goose is always hunting for another egg.<\/p>
